1. Provisional vs Final Fire NOC

Under the Jammu & Kashmir Fire & Emergency Services Department regulations, fire clearance is divided into two distinct legal stages:

1. Provisional Fire NOC (Pre-Construction): Issued based on architectural blueprint review, egress calculations, proposed fire water storage sizing, and planned hydrant/sprinkler layouts. Required before J&K Industries & Commerce or municipal authorities sanction building plans.

2. Final Fire NOC (Post-Commissioning): Issued only after physical installation, 24-hour hydrostatic testing, and live functional demonstration of pumps, alarms, and hydrants before designated fire department inspectors.
